Certification

Certification is a procedure of confirmation of the conformity by means of which the organization independent of a manufacturer (vendor, performer of services) as well as consumer (buyer) evidences in issued document that the production, production procedures and services correspond to established requirements.

The System of GOST R Certification is developed for arrangement and accomplishment of works for obligatory and voluntary certification of production, works and services. It bears distinguished types of certificates and marks of conformity.

The System of GOST R Certification ensures carrying-out the obligatory and voluntary certification throughout the Russian Federation by means of the network of accredited Certification Bodies and Test Laboratories (Centers) for the whole production (works, services) nomenclature. All the Certificates of Conformity possess legal effect throughout the Russian Federation regardless of a region where they were issued.

Samples of Certificates

Certificate of Conformity GOST R is a certificate which evidences that the production complies with requirements of the Russian Federation legislation (the obligatory certification) or evidences the quality of actually delivered commodity and its conformity to contract (agreement) provisions, definite standards or order provisions declared by a manufacturer (voluntary certification).

Sanitary and Epidemiologic Conclusion is a document confirming the authorization issued by Bodies and Establishments of the Federal Service for Supervision in Consumer Rights and Human Welfare Protection to manufacture and use the production in the Russia Federation as well as its import from abroad. Sanitary and Epidemiologic Conclusion is an official confirmation that the production is safe for human health if definite conditions are observed.

Certification of Chemical Production includes the following stages:

  • submission of a request form for the certification and its consideration;
  • making a decision about the request including a choice of Certification Pattern;
  • appointment of an accredited test laboratory (center) to carry out the tests;
  • selection of samples and their identification;
  • assessment of the production process (if this is scheduled by the Certification Pattern);
  • tests of the production;
  • analyzing of the results;
  • making a decision about either issuing a Certificate of Conformity (hereinafter - the Certificate) or motivated refusal;
  • drawing up and delivery of the Certificate;
  • inspecting check-up (according to the Certification Pattern).

A manufacturer (vendor) sends a request form for the production certification to the Certification Body that entitled to carry out a certification of the given type of production in accordance with the form established in the System of GOST R Certification.

Having a choice of several Certification Bodies for the given type of production, a declarant can send the request to any of them.

Along with the request form a manufacturer presents:

  • documents, according to which the given type of production is released, i.e. the documents fixing requirements that should be confirmed by the certification (GOST, GOST R, Industry Standards, Standards of Enterprise or Company, Technical terms, Specifications, Contract, other documents);
  • documents confirming the safety of production (Sanitary and Epidemiological Conclusion, Fire Safety Certificate, other documents provided by valid Legislation);
  • State Registration Certificate of the production if the registration provided by Legislative Acts.

For certification of commercial production documents confirming the stability of the requirements established for the given production ( Statements of inspecting check-ups, statistics of quality indexes etc. ) are presented.

The Certification Body considers a request for certification at most 10 days.

If decision is positive, the Certification Body informs the declarant. If decision is negative, the Certification Body sends to the declarant a reasonable notification about impossibility of the presented production certification.

A declarant pays for the certification in accordance with concluded Contract regardless of results of the work.

The choice of a Certification Pattern is determined by the Certification Body itself if the Certification is obligatory, but along with the declarant if the Certification is voluntary. Certification Patterns 2, 2a, 3, 3a, 7 are used mainly for chemical production certification. In some cases patterns 4, 4a, 5, 6, 9, 9a, 10 and 10a could be used. The Certification Patterns 2 and 2a (along with the production process) predominantly applies to certification of import production supplied in accordance with a long-term Contract. In these patterns production samples, selected from a consignment delivered in Russian Federation, pass inspection check-up. The Contract number and period of its validity is specified in the issued Certificate.

An Accredited Test Laboratory (on behalf of it there may be any other competent organization) or Certification Body fulfils a selection of samples.

Tests of samples are carried out in Accredited Test Laboratories. In some cases on the basis of permission of Federal Agency for Technical Control and Metrology the tests could be conducted in Certified Test Laboratories with participation of an expert from the Certification Body and/or a representative of a Local Body of Federal Agency for Technical Control and Metrology.

Certification tests results are reflected in tests protocols to be sent to a customer i.e. the Certification Body or declarant.

Analyzing the tests protocols and other presented documents the Certification Body makes a decision either to issue the Certificate or to refuse to with an explanation of reason.

If it is necessary to detail a group of similar products the Certificate may have a supplement containing a list of products in regard to which the Certificate is valid. All the documents confirming the production safety, those on the basis of which the Certificate has been issued, are specified in the Certificate.

The Certificate Body establishes a period of validity of the Certificate but at most three years. Certified production is labeled with the Mark of Conformity, GOST R 50460-92 determines its shape and size.

By means of acceptance of Declaration of Conformity confirmation of production conformity can be accomplished by a manufacturer (vendor, performer) along with certification. The Government of Russian Federation approves the list of production which conformity could be confirmed by Declaration of Conformity, the requirements to the Declaration and the procedure of its acceptance.

Particular features of Chemical Production Certification

  • For the certification of chemical production potentially hazardous for humans and liable to Federal Registration a declarant must present a copy of Federal Registration Certificate.
  • For the certification of polyethylene pipes a declarant must present a license for their production, issued by the Federal Service for Mining and Industrial Supervision of Russia (Gosgortechnadzor of Russia).
  • For the certification of ethyl alcohol and containing it solutions intended for manufacture of technical production and household chemistry commodities a declarant presents into a Certification Body a copy of the Federal Registration Certificate of the production as well as Order Provisions approved by Ministry of Russian Federation of Economy Development.

Inspecting check-up

Inspecting check-up of certified production is carried out by Certification Bodies that accomplished its certification, if necessary, representatives of local branches of Federal Agency for Technical Control and Metrology and other experts could be recruited.

The inspecting check-up results are reflected in a Statement or Report that is bound to the production certification file.

Consideration of appeals

 

If disputable points aroused at the certification are not solved by the Certification Body, a declarant may submit an appeal into the Central Certification Body. In case the declarant is not satisfied by the repeated consideration, he is entitled to submit the appeal to Federal Agency for Technical Control and Metrology.
